Chilling is better for heroes which are overexposed, since it works against enemies. So basically u should get it for tanks/initiators. Support heroes like Geneva which are usually behind their team, should get items which are buffing your allies (Korhal, Spell Buffer). However very often initiators have to get some crucial items which help them initiate. So when they can't get Chilling fast enough u may consider getting it on support

Well you have to consider: Geneva's Q is channeled, so to get the full effect, you cannot move. Consequently, the opponent can take advantage of this, which is why I like to have my Geneva be able to tank some damage.

U saying that Korhal or Spell Buffer doesn't help u to tank some damage?
