Only spells which say Ms/As reduction are jackson Passive and Gravitus Q. But there are other spells like Alpha E, Tychus Q, Starscream Q, Nova R and item like Force of entropy, all of them slow Attack and movement speed by amout shown, but I don't know if they have any other additional efect besides this. If you just said "slow" it would leave the user wondering if it was both. By providing extra information (even if it seems redundant) the user does not have to wonder.
