Name: Penn.Chronomancer

Portrait: Ghost

Unit Base: Ghost

Type: INT//Support//Situation Manipulator

Script: Penn is a gifted ghost with unique abilities that no terran has. With mutiple experiments of protoss magic and the power of the khali, he has absorbed some of this power along with his normal psionic powers, enabling him to manipulate the great power of time.

 

Note: This hero doesn't really seem to fit a ghost based on the abilities. Oh well.

Abilities:

 

Heroic Passive: Time Manipulator [Q]

"Penn can control time to either increase time or lower time on everything and changes the effects of his abilities. Togglable [1 sec CD]"

1) Time Manipulator - Slow Time. Also slows all enemies Timescale by 1% in a 30 unit-radius.

2) Time Manipulator - Increase Time. Also increases all allies Timescale by 1% in a 30 unit-radius.

 

Effect: The 1% is just a small small buff. The primary effect of this ability is to control the effects of time on abilities.

Ability One: Time Particle Armor [Passive]

"Enemies that approach Penn lose timescale if he has his Heroic Passive set to Slow Time [1], or his allies that approach Penn gain timescale if he has Heroic Passive set to Increase Time [2], depending on how close they are to Penn and the radius. The said unit will either gain or lose timescale for every unit closer it comes to Penn starting at 5 unit radius."

Level 1: +/- 2% Timescale every unit closer said unit is to Penn starting at 5 units.

Level 2: +/- 3% Timescale every unit closer said unit is to Penn starting at 5 units.

Level 3: +/- 4% Timescale every unit closer said unit is to Penn starting at 5 units.

Level 4: +/- 5% Timescale every unit closer said unit is to Penn starting at 5 units.

 

Effect: t Lv4, that means if you are 5 units from penn, you lose 5% timescale, 4 units = -5%X2, 3 units = -5%X3, 2 units = -5%X4, and 1 unit = -5%X5

Ability Two: Time Rocket

"Shoot a rocket at the targeted area dealing spell damage in an AoE 2 unit-radius. If Penn's Heroic Passive is set to Slow Time [1], the rocket will travel at a speed of 0.01 at the targeted area. If Penn's Heroic Passive is set to Increase Time, Rocket travels at a speed of 15. Rockets will change movement speed, if heroic passive changes as the rockets are in mid-flight. Time Rockets will also deal additional damage if the Time rockets have been in the air for at least 1.5 Game Time Seconds (Not different with timescale)."

Cooldown: 7//6//5//4 [3 Charges, 1 sec CD intervals.]

Range: 12

 

Level 1: Rocket Deals 20[+25%int] Spell Damage. Deals an additional 40[+35%int] Spell Damage if rocket hasn't reached targeted location in 1.5 seconds.

Level 2: Rocket Deals 30[+25%int] Spell Damage. Deals an additional 60[+35%int] Spell Damage if rocket hasn't reached targeted location in 1.5 seconds.

Level 3: Rocket Deals 40[+25%int] Spell Damage. Deals an additional 80[+35%int] Spell Damage if rocket hasn't reached targeted location in 1.5 seconds.

Level 4: Rocket Deals 50[+25%int] Spell Damage. Deals an additional 100[+35%int] Spell Damage if rocket hasn't reached targeted location in 1.5 seconds.

 

Effect: You could place mutiple rockets to target an area. You can only deal bonus damage on the rockets if you have Heroic passive set on slow time. It may be fun to set 10 rockets on an area, then set increase time, inwhich all rockets will explode onto targeted area. It is also good for harass enemies, although to get it to deal more damage, you would have it to slow time. HP effects ALL rockets at the same time. Time Rockets have no Sight Vision yet will still deal damage if you have no vision of the place they hit.

Ability Three: Rewind

"Penn uses his abilities of time to teleport the targeted unit back from where he was. If Heroic Passive is set to Slow Time [1], The target will teleport to where he previous was when Penn used the ability on the target after the duration has passed (Time given). If the Heroic Passive is set to Increase Time [1], the target will immediately teleport to where he previous was in the given time. Takes 1 second to Channel. Effect duration depends on timescale of unit. This ability will not work if the teleported location was or will be 30 units away from where the target currently is."

Range: 8 (Breaking channel range = 10 units)

 

Level 1: [1] HP: Slow Time - Teleport unit back in 1.3 seconds from where unit was targeted. [2] HP: Increase Time - Immeditately teleport the unit back where it was 1.3 seconds ago.

Level 2: [1] HP: Slow Time - Teleport unit back in 1.7 seconds from where unit was targeted. [2] HP: Increase Time - Immeditately teleport the unit back where it was 1.7 seconds ago.

Level 3: [1] HP: Slow Time - Teleport unit back in 2.1 seconds from where unit was targeted. [2] HP: Increase Time - Immeditately teleport the unit back where it was 2.1 seconds ago.

Level 4: [1] HP: Slow Time - Teleport unit back in 2.5 seconds from where unit was targeted. [2] HP: Increase Time - Immeditately teleport the unit back where it was 2.5 seconds ago.

 

Effect: As it effects with timescale, if a unit loses 95% timescale, it means that the duration of the teleport back will be 20X longer as long as the unit is losing that timescale (on HP [1]) and ect. ect. This ability will not set back the abilities CD or target's HP to back where it was the moments ago. -Edit- Added the last sentence. This means that if you teleported in, and enemy uses it on you, you will not teleport back to heal (or vice versa) since you exceeded 30 units of travel.

Ultimate Ability: Time Stop

"Temporarily stop the time of every single unit on the map. Enemies lose 95% Timescale and lose all vision//Silenced. Allies will lose 90% Timescale and be silenced. During this, all abilities will act as if they are under [1] Heroic Passive Slow Time. If the Heroic Passive is currently on [2] Increase time during Time Stop, Abilities won't act like [2] Increase, until AFTER Time Stop is done. During this ability, Penn loses 85% Attack Speed and loses a small amount of Movement Speed but he gains Cooldown Reduction. Takes 2 seconds to Channel. All Projectiles will move at a speed of 0.01 during Time Stop."

Level 1: Time Stop Lasts 6 seconds. -35% Movement Speed and +30% Cooldown Reduction.

Level 2: Time Stop Lasts 8 seconds. -30% Movement Speed and +45% Cooldown Reduction.

Level 3: Time Stop Lasts 10 seconds. -25% Movement Speed and +60% Cooldown Reduction.

 

Effect: Time Stop basicly would allow Penn to freely be mobile through this ability allowing him to escape or engage. Since enemies can't see anything, Allies may slightly be in a different spot, while Penn will be in an entirely different spot and appear out of nowhere when Time Stop ends. Primarily this ability will be strong, because you could use all his Time Rocket shots during his final, so when it ends, suddenly they will strike the enemy. This ability may be strong, but you would have to use it at the perfect timing, since you have to channel it, and getting stunned // pulled could be bad during this.

Additional Information

Suggested Build: Argus Crystal, Gravity Edge, Yamato Reactor, Sunflare Gun, Shrapnel Cloak, StarFury.

 

Why This? Argus,Gravity,Yamato provide good spell damage and INT. During final, you can use this to get Time Rockets up, and use Sunflare Gun (A projectile which will be slowed and will impact enemy at same time as rockets). Shrapnel could also go off to deal spell damage, and immediately cause all the enemies around Penn to lose their attack speed for 3 seconds after Time Stop ends. Star fury is also good by the fact he has decent range, and can spam Time Rocket for good AA damage (and more burst after Time Stop Ends). Note: This hero has alot of Delay attacks, altho he has abilities to delay the enemy.
